In this context, makes me think of IP via carrier pigeon (http://www.blug.linux.no/rfc1149/)...

Pigeons used for carrying messages in WWII, some of whom won medals (though I remain sceptical as to whether a pigeon can be conspiciously gallant. Not really related to Bletchley's wartime activities, but there's an exhibit on them all the same.
