I have a very high tolerance for chili, but three tablespoons is three little drums of chili, and I wouldn't normally use more than one or possibly one and a half when cooking for three people.
Possibly the chili powder I use is less potent? The smallest container I can buy is a little more than 4 tablespoons, and while I wouldn't use three-quarters of a container in one dish if I weren't following a recipe that instructed me to do so, I've definitely used half of one of those before.
