Well, last time we heard of Romana in TV canon she was still in a parallel universe, so she's in with a chance ... (Although I did like Liz in the two adventures I saw -- i.e. the first two.)

I think that there is a good chance Romana is still with us, or could be. I have a theory about the other Time Lord voices Tim heard in the chameleon device watch alongside the Doctor's during Human Nature and The Family of Blood, which would have them represent the essences of other Time Lords similarly obscured, and one of the voices was female.

The only 'President Romana' I've actually read is in Lungbarrow (the 'Looms' story, now downloadable from the BBC site) -- which is a mixture of enjoyable romp and considerable weirdness. :) In that, she's behaving a little bit like Four in The Invasion of Time -- which is pretty much the same mixture, come to think of it.
